Dr. Pamela Balch
President
West Virginia Wesleyan College
Pamela Jubin Balch received her bachelor's degree from West Virginia Wesleyan College (1971) and her masters and doctoral degrees from West Virginia University (1977). She has done postgraduate work at two Harvard University programs.
She has served as President of Mayville State University, ND; Vice President for Academic Affairs and Dean of the Faculty at Bethany College, WV; Vice Provost for Academic Planning at California State University, Chico; Associate Dean for Academic Affairs at San Diego State University, Imperial Valley Campus; Director of Teacher Education (San Diego State University); and Director of Graduate Programs in Teacher Education at West Virginia Wesleyan College.
While in California, Dr. Balch was selected as the only administrator in the 23-campus system to become an Executive Fellow for a two-year administrative internship in the Chancellor's Office. Experiences included system-wide strategic and technological planning, experience in the Washington DC Federal Relations Office and in the Sacramento Governmental Affairs Office, and a year as an American Council on Education Fellow.
Dr. Balch has written and directed a 1.6 million dollar Title III grant directed toward assisting non-traditional students. She is the author of many refereed journal articles and has presented numerous papers at national conferences.
Dr. Balch was Phi Delta Kappa Educator of the Year, Teacher Educator of the Year for California, Imperial County Woman of the Year, a recipient of the leadership award presented by Senator Kent Conrad for dedicated service to North Dakota, and Buckhannon Chamber of Commerce Business Woman of the Year.
She is currently a member of the Buckhannon Rotary Club, National Association of Schools and Colleges of The United Methodist Church, Presidents' Council of the WV Independent Colleges and Universities, Independent Colleges Enterprise (ICE), Executive Board member of the Appalachian College Association, Board member of the National Association of Independent Colleges and Universities (NAICU), Board member of the Upshur County Development Authority, Trustee for EIIA Group Life Accident and Health Insurance Trust, and Consultant-Evaluator for the Higher Learning Commission, North Central Association of Colleges and Schools.
